I. Position and Requirements

 

Position Title: Health and Safety Specialist

Preferable Location/Nationality: Rwanda

 

II. Educational and Experience Requirements

 

Relevant Academic Qualifications:

Must hold at least a Bachelor’s degree in Environment Management and Conservation.

 

Minimum Work Experience:

A minimum of 5 years’ proven work experience as a Health and Safety Specialist, including hands-on experience managing and monitoring Health, Safety, and Environmental (HSE) risks and impacts.

 

Experience in the electrical field or electrical projects is highly preferable.

 

III. Key Responsibilities

The Health and Safety Specialist will be responsible for the following core duties:

 

1. Strategy and Planning

Prepare the Health and Safety Management Strategy and Implementation Plan strictly in accordance with national regulations, industry standards, and organizational requirements.

 

Ensure all prepared documents are thoroughly reviewed, validated, and approved by the customer/client.

 

2. Implementation and Compliance

Oversee and execute all project activities related to Health and Safety (H&S) objectives.

Ensure strict adherence to the Health and Safety Management Plan, national safety standards, and applicable regulations.

 

Identify potential hazards, evaluate project risks, and implement corrective and preventive safety measures.

Prepare and submit all required H&S project documents based directly on customer requirements and project specifications.

 

3. Provision of Training and Capacity Building interventions

Provide timely, practical, and necessary training sessions on the Health and Safety Management Plan to all project manpower (staff, field personnel, and contractors).

 

Conduct toolbox talks, awareness sessions, and emergency response training in alignment with project safety needs.

 

4. Documentation and Reporting

Maintain and keep accurate, complete, and systematic records of all H&S activities, incidents, inspections, audits, and training sessions.

Prepare periodic H&S reports, incident investigations, and compliance updates as required by the client and project leadership.

 

5. Monitoring and Audits

Conduct routine site safety inspections, risk assessments, and safety audits to ensure continuous compliance with the approved H&S Management Plan.

 

Immediately report unsafe conditions and enforce corrective actions.

 

6. Communication

 

Fluency and strong proficiency in English speaking and reporting are required for effective communication with project teams, clients, and stakeholders.

 

Provide timely feedback, safety notices, and H&S briefings to ensure alignment across all project operations.
